CHANGE, Inc. Community Action Agency encourages the integration of services,
the building of partnerships, and the pulling of resources to empower families towards healthy self-sufficienct living.
HISTORY
CHANGE, Inc. was established by the Weirton Ministerial Association in 1983 for the sole purpose of addressing the concerns of the workers laid-off from National Steel Corporation's Weirton plant. Since that time, CHANGE, Inc. has evolved into a private, non-profit Community Action Agency that provides a variety of programs to individuals/famiies residing within the Northern Panhandle of West Virginia, and surrounding communities in Ohio and Pennsylvania.

PROGRAMS
CHANGE, Inc. offers various services and programs that lead customers towards self-sufficiency, such as youth programs (After school center, Summer Food Programs), housing programs (loans, counseling, and weatherization), emergency services (domestic violence shelter, utility assistance, energy assistance), health services (community health center, medications, breast and cervical cancer screenings), and self-sufficiency programs (transportation).  
ROMA
Results-Oriented Management and Accountability (ROMA) is a form of management practice that incorporates the use of outcomes or results into the administration, management, and operation of human services. ROMA focuses on what happens to the client as a result of the service by measuring how effective the service has been. Designed by the Office of Community Services' Monitoring and Assessment Task Force in response to the 1993 Government Performance and Results Act (GPRA), ROMA provides a flexible architecture of six national goals that the Community Service Block Grant (CSBG) network  strives
toward.  Within these goals, agencies can show the outcomes they are achieving with CSBG funds, as well as the other programs they undertake to assist low-income families and communities.
