What We Do

The Energy Crisis Intervention Program (ECIP) provides heat for no-heat emergency households during the winter heating season.

Services We Provide

ECIP is intended to address non-operable or severely malfunctioning and unsafe heating systems for households that are not scheduled to receive Weatherization Assistance Program services in the near future. Only primary heating systems are eligible.

ECIP services will only be provided once per household per 10 years if the system is replaced, and once per two years if the system is repaired. The Program operates only during the main part of the heating season. Program is subject to funding availability.

How to Receive Service

Any household that is eligible for either the Weatherization Assistance Program or the Low-Income Energy Assistance Program is eligible for the Energy Crisis Intervention Program.

Residents of Hancock, Brooke, Ohio, and Marshall Counties can be referred by their local Department of Health and Human Resources office, or apply through CHANGE, Inc. Must submit intake forms, application, copy of photo ID, proof of income for all persons living in the home receiving income, heating bill (gas, oil, wood, kerosene), and electric bills.
