What We Do

CHANGE, Inc. is a HUD-approved housing counseling agency that can offer various counseling services.

The CHANGE, Inc. Housing Counselor will help you decide what options are best for you. Whether you are concerned about falling behind on your mortgage or rental agreements, preparing to buy a home, having questions about your credit, or needing assistance to develop a household spending plan, we are here to help. This program does not provide funding to bring rent or mortgage current if you have fallen behind.

Services We Provide

Utilizing the NeighborWorks “Realizing the American Dream,” prospective homeowners learn the entire home-buying process from managing money and understanding credit to securing a mortgage loan and shopping for a home.

Workshops are held once a month at convenient locations in the Northern Panhandle of West Virginia. Cost is $50.00 for an individual and $75.00 for a couple. **If you can not afford the fee, please provide a current notice of Eligibility and Benefits letter from the Department of Health and Human Resources (DHHR).**

Minimum class size is 5 participants.

CHANGE, Inc. offers you the option to take your Homebuyer Education Class in the comfort of your own home. Our partnership with eHome America is designed to help you to receive your Housing Counseling Certificate at your convenience. Many people have a difficult time getting to our workshops or have the time to schedule in-person counseling, for reasons such as work schedules or babysitting issues. This online version helps you get the education and certification you need for your selected mortgage product. There is a small fee for this convenience. There will be a short session with a housing counselor at the end of the course prior to obtaining your housing counseling certificate.

Register for Online Homebuyer Class

Finance and credit counseling appointments offer you the tools and techniques to know where you are spending your money today, and have a well-thought-out plan in place where you would like to go in the future.  You will be provided with a unique plan specifically designed with your personal information provided to set goals, get organized, track your spending, build and maintain a budget, and save money. Call or pick up an application today. No fee unless you desire your personal credit report with a credit score to be reviewed during the interview. This course is NOT approved for the First Time Home Buyer program.

OR

We can provide you with an online option for budgeting and money management training. This is an excellent way for you to understand the concept of money management and how you can work at your own pace in the privacy of your own home.  No appointment with a financial education counselor will be necessary. There is a one-time fee of $30 for this online educational course. You will receive a certificate of completion at the end of the program to print out for your records. This course is NOT approved for the First Time Home Buyer program.

Rental appointments will help you identify, attain and successfully reside in rental housing. Tools will be provided that will enable you to narrow your housing choices considering the proximity to education, employment and social opportunities. You will also be provided with an understanding of your rights and responsibilities for both you and the landlord. We provide counseling and education only to prevent future arrearage and to educate you how to remain current on your rent going forward. We do not pay rent.

Be ready to outline your current hardship and explain why you are having trouble making your mortgage payment, and if this is a short-term or long-term problem. Your mortgage company will need to understand the reasons why you are having difficulty in order to find the right solution for you. The earlier you contact CHANGE, Inc. to help you identify the cause of your default and begin to discuss options with your lender, the quicker the default will be addressed and you will be able to make informed choices of lender options available to you. CHANGE, Inc. will conduct follow-up with you until a resolution or decision is made.

CHANGE, Inc. in partnership with HUD, highly recommends you to read The Homeowners Guide to Success which will provide you with information on the critical first steps to take if you are at risk of missing a mortgage payment or facing foreclosure.

Housing Counseling Application

FHA funds housing counseling agencies throughout the country who can provide information to you for free or at very low cost on reverse mortgages, also known as Home Equity Conversion Mortgages (HECM).

Search the HECM Counselor Roster to find a HECM counselor near you,  or call (800) 569-4287. You may also contact a HECM counselor from FHA’s National HECM Counseling Network. These counselors provide both face-to-face and telephone counseling nationwide.

* – These programs  provide attendees with a housing counseling certificate. Many mortgage lenders require a housing counseling certificate for their loan products. This is one of the requirements for the Northern Panhandle Home Consortium’s First Time Homebuyers Program.

 How to Receive Service

There are no eligibility guidelines; this is a need based service only.

Call, stop by one of our offices, or see our links above for an application and available options for counseling. Please note that our education classes charge a fee.
