What We Do

The Low Income Energy Assistance Program (LIEAP) assists eligible households with the cost of home heating through direct cash payments to utility companies on their behalf. LIEAP is funded entirely by a federal block grant, and the duration and amount of the payment is dependent on the amount of the grant.

How To Receive Service

Eligibility for the program is based on income guidelines, type of heating payment, total heating costs and applicant must be a resident of Hancock, Brooke, Ohio or Marshall Counties in West Virginia. Requirements change annually.

Applications for LIEAP are available through your local Department of Health and Human Resources office and CHANGE, Inc. offices during the winter months. When applying, you must have proof of all household income for past 30 days, copy of photo ID, social security cards for all members in the household, and electric bill, and most recent heating bill.
