What We Do
The Marshall County NEEDS Program was developed in June of 2001 by local churches and private donors to help residents of Marshall County with utility bills. The committee sets the standards and guidelines for the program, and supplies the funding.
Services We Provide
The Marshall County NEEDS Program provides assistance with utility bills once every 12 months. Assistance is granted for water, gas, electric, oil, kerosene, and propane payments.
How To Receive Service
The Marshall County NEEDS program has the following eligibility requirements:
- Must live in Marshall County.
- Must wait one year between assistance.
- A maximum of $25 is available the second time assistance is granted.
- Must attend financial management class before assistance granted a third time.
Fill out an application at the Moundsville Outreach Office. Remember to bring a copy of your disconnect notice, copy of photo ID, Social Security cards and proof of income for all household members, proof of rent or mortgage, and the utility bill with the name of the household member.
